Mandatory Military Service Essay

As many other countries mandate young adults partaking in the military for two years, the United States should follow suit. Many beneficial consequences would be rendered as a result of the increase in service. This would also be a great commencement into the real world for any young adult. These statements can be explored by discussing the benefits of free college tuition, disciplined young adults who are ready to follow orders, and the sheer power of numbers. One exceptional perk of joining the military would be free college tuition.This would allow the students who have not excelled as fast as others a doorway to achieve their full potential. This would also benefit the United States as a whole country. Along with expanding the population of the military, this would also increase the knowledge of the United States. In theory, the educated veterans would make the military more powerful, efficient, and more intelligent overall. The United States would stand superior in any conflict to other nations. The availability of free education would also stimulate the economy in the long run.This is evident because the more educated the people are, the better jobs they would occupy. As a result, they would make more money and therefore have access to spend more money. The more money that they have means that they would be adding to the economy. Taking two short years out of someone’s life to help serve their country and set them up for success later in life is not a bad trade. If the United States installed the mandate for service, young adults will look back and be thrilled that they have done what they’ve done and are where they are because of the foundations the military setup early in life.Some people argue that young adults will not take advantage of the opportunity set before them. Does this seem counterproductive for the young adults not to enroll in the free secondary education? No! If the young adult does not want to better themselves, what makes people think they would want to better their country? These people are better left to fill in the roles unoccupied at the bottom of corporate ladders. Another benefit of mandating the service of young adults is that they would be disciplined and setup for success in life as a productive citizen of the United States.Military boot camp is designed to break the recruit down to where they are not better than any other recruit, and then they train them to do their best in every task they approach. This creates unrivaled discipline and extreme excellence in every operation the United States military executes. Not only will this be useful while in military service, but also when they begin to operate in the working world. This requirement will unify the working force as a result of the mandated service. Businesses will be able to work efficiently and accurately in all that they accomplish.Again, this will improve the United States as a country. Why would the United States refuse this manda te? The only reason would be that they bring the law down to the lowest denominator of the few people who argue with the benefits. These people might say that not all people are designed to be in the military. However, the military has jobs for every make and model. Every talent is useful to the military. Making young adult serve in the military for two years would actually give them time to figure out what their future career is meant to be. Some people cannot ever be satisfied, and would object to anything!On the contrary, decisions that have the abundance of benefits as mandating service for young adults should be instated immediately! The third major gratuity of mandating the service of young adults is mainly for the benefit of the military itself and the United States. The variable of manpower in a war is not always the deciding factor. However, it would not hurt to have a couple of hundred thousand extra people at a countries disposal. This must look awful from an ordinary cit izen’s point of view. Then there is this question; would you rather lose a fraction of the population, or the whole country?Not to mention the possible enslavement as a conquered people; treated as subhuman and having their rights ripped from their grasp. Nobody in any country would want that outcome to occur in their country. As people look back in history, they discover and marvel at the battle of Thermopylae. How did such an untrained military defeat the most strict, handpicked, elite group of warriors? The answer is oblivious! It was an estimated three hundred thousand Persian warriors against three hundred Spartan soldiers. This is why the United States needs to mandate young adults to serve two years in the military.So that not only will we have a superior military in tactics, and education, we will also have the overwhelming power of numbers. As always, people do not have to go too far before they find a person who disagrees, and thinks everyone should have the choice of whether to serve their country. Their main argument with this is that they say it violates the constitution. However, this would not be the first time that the United States has done something like this. They drafted people during the Vietnam War. People also argue that it will decrease the honor of veterans who would serve regardless of a draft.On the contrary, people gain honor through what they actually accomplish, not what they think about accomplishing. This policy should be discussed in government as soon as possible if it is not already being heavily debated. The government, along with the citizens of the United States backing the mandate, would create the most powerful nation to ever face the earth. With the benefits listed and discussed above, the decision is easier than deciding where to each lunch. So why has the United States not already signed it off their agendas and began the process of creating a more powerful, unstoppable United States?

Home Schooling vs Public Education Ann Brickler COM/155 University Compostion and Communication I March 10, 2013 Stephanie Cook Home Schooling vs Public Education The debate continues and often will turn into heated arguments between the two opposing sides. The side of the fence that you choose is ultimately your decision on what type of education your child receives. Homeschooling may have many benefits, a public school education may provide a better learning environment for a student to learn and succeed.There are so many forms of education that a person may receive today with two of the forms as home schooling and public education. There are some benefits to the individual of home schooling, such as being able to learn on your own time and having one-on-one instruction. Child safety is a pro for the parent as they are not having to worry about bullying in school and not having their child exposed to drugs or alcohol by their peers. There are also pros and cons of public education with the pros being the child is receiving an education from a professionally trained teacher.They are better prepared in everyday teachings that the child will receive. The curriculum is outlined for the year on what the child will be taught and what is expected to be taught to the child by way of a school board developing the curriculum. Children are also learning on how to socialize with other children and realizing on how diverse a world we have. The cons of home schooling outweigh what some people believe as a benefit. One being that the parent is not a professional teacher such as English or music class. The parent does not have the technique in giving their child a quality and prolific education.Another con is the student is not being exposed to a diverse environment. The child is not able to grow with their peers and associate themselves with reality and what is out there on the streets that children have to deal with when they are in a public school setting. Child safety ca n be a con in public education with what has recently been happening with the shootings in schools and bullying by other children. You should not shelter a child because of the cons as this is something that can be dealt with while growing up. Children learn how to deal with issues such as these and grow more because of them.Another con is the standardized testing that children are expected each year to take at the beginning of each school year. This test gives the school board a better concept on where each child is in their learning grade. It also is one factor on whether a child will move ahead in their grade level in the fifth and eighth grade. Children are tested and quizzed weekly in their classes and that determination in itself will give each teacher a concept on what the child is retaining and whether they should move along in each grade level. Socialization for home schooled children as an individual or a group can be a challenge for them.Public schooled children have a be tter advantage to them when they are put in a group together to socialize amongst themselves relating to a topic they may be learning about in their class or to do a project together. They are able to gather ideas and listen to other ideas which enable more learning for them. When you are home schooled the only type of socialization in a group you are going to have is with either your sibling or with your parent. That can be a good thing only if that child is a type of introvert and has a difficult time relating to others in a traditional school setting.There are homeschool groups that you can join with your child to meet other parents and children, but there may not be many of these groups out there for you to select from as there are children whom are more likely to receive a public education. Another advantage the child in a public school has is being able to play in sports that are offered. The home schooled child does not have that offered to them. A child who is home schooled can request to join a sports team in their school district but that does not always work for them. The district can say no to them joining a school sport.A public school child can join a school sport at any time it is offered; however, they are expected to maintain a grade point average of a C. If they do not, they are suspended from the team if they are involved or denied completely from trying out for the team. Public school provides a more diverse and social experience in contrast to homeschooling. Parents whom are homeschooling their children should be qualified to teach as a public schoolteacher. A public school education can be much more fulfilling and gives children the tools they need to succeed.Socialization and interaction with other children is a benefit to any child to help them learn and grow with others in their age group. Home schooled children may not be susceptible to drugs and alcohol or school bullying but sometimes the risks outweigh these factors. There is no te sting done by the district of the home schooled child and to know exactly where they are in their grade level. Standardized testing does aide the district for public school children but is essentially given at the beginning of a school year where it can be a misleading statistic on what the child in a public school does know by the end of the school year.Whether you choose to send your child to a public school or teach them on your own, be sure that you have the proper tools to do this. Your child’s future depends on you and the education they receive. Overall, the knowledge the child gains and the scores they receive between the two, home schooling and public education has each of its own benefits and each of its own drawbacks. As long as the student’s needs are being met, regardless the choice you make for your children, whether it be home schooling or public education, either type of teaching will be the best choice because you made the choice.

African American Civil Rights Short Essay

A century of slavery and half a century of Jim Crows segregation laws, the African American people were finally victorious when the civil rights act of 1964 and the Voting Rights act of 1965 were passed. The Civil Rights Act of 1964 outlawed major forms of discrimination against racial, ethnic, national and religious minorities and women. Congress finally asserted their authority to regulate interstate commerce under Article One (section 8). Their duty is to guarantee all citizens equal protection including African Americans under the laws of the Fourteenth Amendment. Also the fourteenth Amendment protects voting rights under the Fifteenth Amendment, which prohibits the government from denying any citizen the ability, or right to vote based on race or color. For so long African Americans have been held back due to slavery and Jim Crow laws. After Plessy v. Ferguson (1896) racial segregation was necessary in all public facilities under the doctrine of â€Å"separate but equal†. The fact of the matter is that whites and blacks were never equal, just separate. Jim Crow laws were adopted throughout the south to alienate black citizens and physically separate African Americans and whites. These laws institutionalized segregation of African Americans and whites and did not allow access use of the same schools, hospitals, prisons, public parks, housing communities, and even restrooms. Lets remember these facilities were completely unequal. The white facilities were obviously more luxurious in every way, and throughout the whole country it was obvious that in no section blacks were treated equal. The most important goal of these laws was to keep blacks from voting. Whites realized that once blacks were able to vote freely they truly were equal to every citizen. The best way they kept blacks from voting was through literacy tests. Through all the efforts whites were putting to keep blacks from voting they have been successful allowing less than 10% of blacks voting in the south in 1910. These segregation laws stayed until Brown v. Board of Education (1954), which overturned the ruling of Plessy v. Ferguson. The decision stated that separate educational facilities are inherently unequal. It was realized after this that racial segregation was ruled a violation of the equal protection clause of the Fourteenth Amendment. This decision paved the way for integration in the south and throughout the United States and was a major win in the civil rights movement. Blacks were most successfully when they were organized. The organized bus boycott, sit-ins, freedom rides, and march on Washington brought national attention to the war on civil rights. Martin Luther King Jr. led these events; his â€Å"I Have a Dream† speech is world famous now due to the significance of the civil rights movement. These demonstrations were pivotal for the African American community in declaring their liberty. This connotes that the monster is rather frightening to think about with his yellow skin and to think it is human is very scary. Victor thinks of his monster as scary and intimidating, although in chapter 5 Victors creation doesnt actually do anything to Victor, he does actually run away from him when faced with him. One hand was stretched out, seemingly to detain me, but I escaped and rushed downstairs. This at this point of the story shows us that the monster is a bad thing to behold, that it was intending to seek revenge on Victor, but as the reader we dont know really what is happening. Also we dont actually know if Victors creation is actually as it says in the quote trying to detain me because he may be twisting the readers point of view, because of Victor being the narrator for most of the novel The reader associates monsters and devils with Victors monster because within chapter 5 when the monster is created. In the quote below gives a clear example of the creation being linked with omens and portents, when, by the dim and yellow light of the moon, as it forced its way through the window shutters, I beheld the wretch. This gives the impression that the creation is a sign of evil that is associated by the moon omen, because as well earlier in the chapter Victor claimed that the monsters eyes appeared to be yellow like the moon. The full moon omen is an association with evil because it is supposed that when the full moon comes out all you can hear is the howling of a werewolf and that is a sign of evil The effect of oxymorons helps the reader with the description of Victors monster in chapter 5 for example but these luxuries only formed a more horrific contrast with his watery eyes this quote is saying that victor made tried making his monster with beautiful characteristics but then says that these beautiful characteristics came out wrong with his watery eyes. This explains why Victor escapes from his creation later on in the chapter; he looks at the monsters hideous features and doesnt take into account his interior. Victor within chapter 5 uses the fact that he is the narrator to his advantage, because of this Victor can say anything about the monster he wants and because he is the narrator the reader will believe this one hand stretched out, seemingly to detain me this is a prime example of manipulating the reader at this point, because the narrator says seemingly to detain me everyone believes it. This has an intriguing effect on the audience because the first thing you do as a reader is believe everything that the narrator says , however in this sense the narrator is can be very manipulative and can take advantage of what the reader may know or may not know. This is different to what victor originally thought of his monster, originally Victor thought that his monster would be a good idea because it is an original idea and everyone would praise him for the thing he had created, then if it turned out well then even more praise would come his way. Although I possessed the capacity of bestowing animation, yet to prepare a frame for the reception of it this is showing that victor thought of creating animation as a good idea and that he couldnt wait to put it into practice. Originally Victor thought of his creation as a excellent idea and he wanted to be the inventor of a revolutionary idea, Victor wanted to be like god in a way, however as we find out through chapter 5 he doesnt even want the credit for his invention There is an ammount of symbolism within chapter 5, for instance the idea that Victor created life from nothing is symbolic to religion and how god apparently created everything from nothing from his own power. I collected the instruments of life around me this gi-ves the impression that victor thinks of himself as a god-like person, that maybe he thought after creating this he would be known in history. Conclusion I think that Mary Shelly did meet her aim to curdle the blood and quicken the beatings of the heart because the novel always keeps the reader on edge all of the time, the reader never knows what is coming next. For its time I think that the novel was rather frightening for its time because at that time no-one knew anything that we know in modern day science, so this novel would be what is called sci-fi in the modern day. Today of all the people that still read this novel they still find it a fascinating read because it is quite sci-fi like even to us now, we may now know that you wont make life out of dead bodies using galvanism but it is still interesting.

Locked in the Cabinet Essay Democracy is a form of government where people have a right enabling them to have a say in everything that affects their lives. However, our government is not a direct democracy, and as such, individuals are not empowered or able to have a say in the inner-workings of their government. Their beliefs are not heard as often as they would like, and they are given little to no opportunities to decide what the government will do. The average citizen has little access to political power, and as a result little influence in the government. But if one individual chooses to change the government, and places that as their goal, then they have a chance of altering the system that governs their lives. If one such as Robert Reich works hard towards their goal, then they can possibly change the government to some degree. Robert Reich was an average man who had strong beliefs, and among those beliefs was the belief that to help people was just. His career in law began as a law clerk to a judge, and he eventually worked his way to the position of Secretary of Labor under President Bill Clinton. All of the time that Reich spent in Clinton’s cabinet was dedicated towards attempting to make his idea’s bear fruit. Although in the book Reich is the Secretary of Labor, he did not start out in this position. He worked his way up from the position of a law clerk, as I have previously stated, to a job that came with some measure of power. Reich attained this place in the government through his own efforts, and by showing that he had ideas suitable to fill in the role of Secretary of Labor. Reich is just one example of an ordinary person with true passion for their beliefs who was able to make a difference in the government. In Reich’s book, he talks about how an average person named Steve Wandner had an idea to reduce unemployment. Reich explains that Steve’s idea was when unemployed people claimed that they were unemployed, that they had to be screened to find out whether or not they were permanently laid off so that they could find new jobs faster. Steve worked hard in order for his idea to be heard, and after being ignored several times, Reich gave him the attention his idea deserved. Later, Wandner’s idea became an official law. Anyone can make a difference in the government if they work hard to reach a position where it is possible. During Robert Reich’s stay a part of President Clinton’s cabinet, he followed a strong belief in â€Å"putting the people first†. He cared deeply about helping the unemployed obtain new jobs and to retrain them in order to have better working skills, and in that same vein, better jobs further down the road. Reich also wanted to raise the minimum wage, show people the inequality of income in America, and much more. Reich’s ideas were not in any way offensive or unfair, he simply wanted to help people first rather than putting full attention on government issues such as reducing the deficit. Because of this, many of his ideas were igored and rejected by the members of Clinton’s moderate administration. For example, during one of his meeting with Bill Ford, chairman of the House of Representatives Education and Labor Committee, Reich tried to explain to him the idea of retraining American workers. Reich ended up being yelled at and his idea rejected. Although many of Reich’s ideas were disregarded by other members of government he continued to pursue his goal of helping the working class of America. Reich was rather successful in performing his duties as Secretary of Labor. One of his successes was helping pass the Family and Medical Leave Act. It allowed working class families to have more time off from work if they were injured or had a child. He was also successful in convincing President Bill Clinton in aiding the people rather than the government. In doing so Clinton decided to pass a law in raising the minimum wage 90 cents. This pleased many of the working class of America. Finally, Reich was also able to set up several reforms in order to help provide more jobs for the unemployed. For example, Reich gave 3 million dollars to a job center helping people trying to get employment. Even though he want able to pass a law to retrain workers, he still managed to work hard and complete some of his goals. Reich was ignored by many government officials during his term as Secretary of Labor, and this greatly hindered his chances of getting his goals finished. But while this may be true, this was not the center of his experiences as the Secretary of Labor. Reich was aiming towards retraining Americans, and he is not the only one who has seen this as a valuable idea. Freddie Ray Marshall was the Secretary of Labor for Jimmy Carter, and he shared many similar ideas with Reich. Both men were working to provide jobs for others, and they both were trying to get workers to be retrained. (F. Ray Marshall) If workers could get more training, they can possibly get better jobs. He also is a teacher, like Reich. However, unlike Reich, Marshall was able to pass many programs and to help reduce unemployment. I would say that some of Reich’s experiences were unique to his time as the Secretary of Labor, and that others were not. In conclusion, Reich was a man who fought all alone for his beliefs, and was more successful in some areas than in others. To call him a failure is a little harsh, and to call him a success depends on your political views. All in all, Reich did what he felt would be best for the people who have little say in the government. Reich can be seen as a prime example of one who worked hard to have their voice heard, and as one who made a difference, even if it wasn’t as big a difference as he would’ve liked. Reich really seemed like he was a kind individual (but then again, he wrote the book) and even if he did not succeed in all his plans, he still changed some things for the better.

Development of Project Management Plan LITERATURE REVIEW Having seen in the previous chapter about the Project management is a carefully planned and organized effort to accomplish a specific (and usually) one-time effort, for example, implementing a new computer system. Project management includes developing a project plan, which includes defining project goals and objectives, specifying tasks or how goals will be achieved, what resources are need, and associating budgets and timelines for completion. It also includes implementing the project plan, along with careful controls to stay on the critical path, that is, to ensure the plan is being managed according to plan. Project management usually follows major phases (with various titles for these phases), including feasibility study, project planning, implementation, evaluation and support/maintenance. Comninos and Frigenti (2002 p.72) defines Project management as â€Å" The application of knowledge, skills, tools and techniques to project activities to meet project requirements. Further Haynes (1995 pp. 623) defines project management as â€Å" Project management concentrates on the project . A project is an undertaking that has a beginning and an end and is carried out to meet established goals within cost , schedule and quality objectives . Project management brings together and optimizes the resources necessary to complete the project successfully . These resources include the skills , talents and co-operative effort of a team of people , facilities , tools and equipment ; information systems and techniques and moneyâ€Å" Duncan (1995 pp. 742) has a similar view â€Å"Project management is the application of knowledge, skills, tools and techniques to a broad range of activities in order to meet the requirements â€Å" Harrison ((1988 pp.62) states these definition as â€Å"The application of modern management techniques and systems to the execution of a project from start to finish, to achieve predetermined objectives of scope, quality, time and cost, to the equal satisfaction of those involved† Cleland and Gareis (1993 pp.58) states that â€Å"Project management is the ability to define, schedule and assign project activities; record project issues; monitor progress and report changes in activity accomplishment and issue resolution; and maintain and control changes to designs, plans and issue lists† Similarly Morris (1997 pp. 221) defines as â€Å"Planning, monitoring and control of all aspects of a project and the motivation of all those involved in it to achieve the project objectives on time and to the specified cost, quality and performance† Ciborra (2002 pp. 525) defines Information System (IS) as â€Å"†¦the system of persons, data records and activities that process the data and information in a given organization, including manual processes or automated processes. Usually the term is used erroneously as a synonym for computer-based information systems, which is only the Information technologies component of an Information System. The computer-based information systems are the field of study for Information technologies (IT)† Project management is concerned with managing the entity called ‘People. There is no single universal definition of a software project , although some definitions do have similar structure. â€Å" Projects consume a variety of resources , Projects have a specific start and end point (or life cycle), Projects have a owner (i.e. consumer ), Projects have a specific budget , Project have a clear method , Projects have finite objectives. â€Å"A unique undertaking with a concise life cycle , start and end dates , a finite budget , resource allocation and defined outcome or objective † (Gary 2001 p.25) 2.1 Preview of software industry in India The software industry is one of the fastest growing industries and highest earners of foreign exchange in the Indian economy. With help from the Indian Government including tax benefits and the development of infrastructure links, the software sector has grown over 56% annually since 1995. Software exports currently reach about 95 countries and account for 10.5% of Indias total exports.There is, therefore, significant interaction on the global level between IT companies and other countries and companies, which might account for the lead Infosys has taken amongst its peers in the field of CSR (Narayana Murthy CEO Infosys , 2006 15/02/07) The India Software Industry has brought about a tremendous success for the emerging economy. The software industry is the main component of the Information technology in India. Indias pool of young aged manpower is the key behind this success story. Presently there are more than 500 software firms in the country which shows the monumental advancement that the India Software Industry has experienced (IIT,2002 p.4) 2.2 Infosys and its relation to software project management Founded in 1981 in Bangalore by Narayana Murthy and six colleagues, Infosys is positioned to integrate the needs of vendors and service providers, using existing solutions or relying on new product development. The company does the necessary integration, software development, feature enhancements testing, release and third level support. It provides solutions to the financial sector the biggest chunk of its business- as well as to 460 other clients across a broad spectrum of other industries. (www.infosys.com 14/02/08) In terms of project management, software project work is split into two components: onsite and offshore, according to where it can be best done, at the lowest cost, and with the lowest level of acceptable risk, thereby de-coupling capability development and delivery. Although Infosys was not spared by the dotcom crash in 2001, thanks in part to the loyalty built up among employees the business bounced back, and by 2006 its market capitalization was US$18 billion. For Murthy, leading by example is what counts. This translates into three core values: respect for the individual, data-based decision making, and embracing constant change by forcing people to share their innovations. Infosys has established a systematic pattern of succession planning whereby board members remain in the vanguard but are underpinned by a three-tier leadership structure for high-potential managers. Younger employees are viewed as the eyes and the ears of the company, bringing to the forefront contemporary issues that might otherwise be overlooked (Manfred , Vries, Agrawal and Florent-Treacy 2006 p.121) Since incorporation, Infosys annual revenue has rapidly increased and it reached 1 trillion in 2006. Unlike many other Indian IT companies Infosys has concentrated on building software applications and this has contributed to its global success Infosys Technologies employs nearly 17,000 people worldwide, almost 10,000 of whom are software professionals. 116 new clients in the financial year (FY) 2002 added to the already prestigious list that includes Airbus, Cisco, Nordstrom and Boeing. Retail banking services account for around 4% of total revenue. The company vision is to be the best globally, commercially and ethically. As such, Infosys has developed a C-Life principle of core values that it aims to honour in all aspects of its business conduct . C LIFE represents Customer delight , Lead by example , Integrity and transparency , Fairness and Excellence (www.infy.com 15/06/07) 2.3 Project Management Processes (Infosys based approach) Turner J and Rodney (2005 p..43) states that ‘ A project management process is the management process of planning and controlling the performance or execution of a project ‘ Although all projects are different and have unique features m there are elements which are common to most . A process model needs a set of features which Are adaptable to a wide range of applications Provide a complete and adequate definition of any project to which they are applied Are easy to assimilate , with the key tasks and points of interest highlighted Are suitable to act as a memorandum and checklist to ensure that everything is covered Do not impose any unnecessary constraints on the use of tools , techniques and methods during the projects A process model can be helpful to a project manager in planning the project but obviously cannot be followed blindly and must be tailored to meet the requirements of the project . Not all the elements of the process model will be appropriate , but the model can be used as a checklist to ensure that nothing important is missed from the project . The process model is also used to help define what is required of the project manager at each stage in the project and to define the inputs and outputs of each stage . (Van Vliet , 2004 p.52) Infosys executes hundreds of projects each year. Full responsibility for executing a project rests with the project manager, who must make sure that the project team delivers high-quality software to the customer on time and within cost. To help the project manager fulfill this responsibility, support from the organization is necessary. (Mahajan and Ives , 2006 p.231) This section provides a brief background Infosys support for managing software projects. For a project team to successfully execute a project, it must perform hundreds of tasks, many of them interdependent. Effectively managing this process is extremely important for success. (Harvey 2003 p.52)At Infosys, the set of activities executed by a project manager is specified in the project management process. It is fairly standard, having three main stages: Software project planning Software project execution Software project closure 2.3.1 Software Project Planning The key to a successful software project is in the planning. Creating a project plan is the first thing one should do when undertaking any kind of project. Often project planning is ignored in favor of getting on with the work. However, many people fail to realize the value of a project plan in saving time, money and many problems. A project is successful when the needs of the stakeholders have been met. A stakeholder is anybody directly or indirectly impacted by the project. (Lackman 1987 p.57) As a first step it is important to identify the stakeholders of software project. It is not always easy to identify the stakeholders of a project, particularly those impacted indirectly. (Lewis J 1995) Examples of stakeholders are: The project sponsor The customer who receives the deliverables The users of the project outputs The project manager and project team Once understanding who the stakeholders are, the next step is to establish their needs. The best way to do this is by conducting stakeholder interviews. Considerable time can be utilized during the interviews to draw out the true needs that create real benefits. Often stakeholders will talk about needs that arent relevant and dont deliver benefits. These can be recorded and set as a low priority. ( Berlick 1992 p.72) The next step once after all the interviews done and have a comprehensive list of needs it is now to prioritize them. From the prioritized list its important to create a set of goals that can be easily measured. A technique for doing this is to review them against the SMART (specific, measurable, agreed upon, realistic and time-based ) principle. This way it will be easy to know when a goal has been achieved. Once having established a clear set of goals they should be recorded in the project plan. It can be useful to also include the needs and expectations of the end users- stakeholders. (Thomsett 1989 p.51) At Infosys , in the project planning stage, as revealed by Marsh (1998 p.17) , the project manager reviews contractual commitments and creates a plan to meet them. Creating a project plan involves defining a life-cycle process to be followed, estimating the effort and schedule, preparing a detailed schedule of tasks, and so on. It also includes planning for quality and configuration management as well as risk management. In this phase, the major activities of the project manager are as follows: According to McManus (1997 p.69) , the project manager performs startup and administrative tasks and creates the project plan and schedule. He is also responsible for defining the objectives of the project . The suitable standard process for the project execution is identified . Also the standard process to meet project requirements are tailer . Also a process for managing changes in requirements is designed . The estimation of effort involved is undertaken . Also the plan for human resources and team organization is determined . The project milestones are defined and schedules created accordingly. Also the quality of objectives and a quality plan to achieve them are determined . A defect prevention plan in designed. The risks are identified and plans are made to mitigate them. A measurement plan for the project is defined .A training plan for the project is designed . The project-tracking procedures are analyzed for effective execution . Also a review of the project plan and schedul e are performed . Authorization from senior management is obtained . The configuration management plan and defined and reviewed . Also orientation of the project team to the project management plan is executed In addition to the project manager, this phase involves the customer, an SEPG representative, and the business manager for the project. The entry criterion is that the contract or project authorization is available. The exit criterion is that the project plan has been documented and group reviewed (Morgon 1986 p.19) 2.3.2 Software Project Execution According to ,Harvey ( 2003 p.167) ,the purpose of Project Execution and Control is to develop the product or service that the project was commissioned to deliver. Typically, this is the longest phase of the project management lifecycle, where most resources are applied. Project Execution and Control utilizes all the plans, schedules, procedures and templates that were prepared and anticipated during prior phases. Unanticipated events and situations will inevitably be encountered, and the Project Manager and Project Team will be taxed to capacity to deal with them while minimizing impact on the projects CSSQ. Project Execution and Control Kick-off is where the project manager conducts a meeting to formally begin the project execution and control phase, orient new project team members, and review the documentation and current status of the project. The purpose of Project Execution and Control Kickoff is to formally acknowledge the beginning of project execution and control and facilitate the transition from project planning. Similar to project planning kick-off, project execution and control kickoff ensures that the project is still on track and focused on the original business need. Many new team members will be introduced to the project at this point, and must be thoroughly oriented and prepared to begin work. Most importantly, current project status is reviewed and all prior deliverables are re-examined, giving all new team members a common reference point. (Rodney 1999 p.123) Manage CSSQ is where the project manager must manage changes to the project scope and project schedule, implement quality assurance and quality control processes according to the quality standards, and control and manage costs as established in the project budget. (SEI 1996 p.4)The purpose of Manage CSSQ is to manage changes to project scope , control the project schedule and manage schedule changes , implement quality assurance and quality control , processes according to the quality standards revised during project planning control and manage costs established in the project Monitor and Control Risks, where the project manager and project team utilize the risk management plan prepared in previous phases, and develop and apply new response and resolution strategies to unexpected eventualities.Risks are potential future events that can adversely affect a projects Cost, Schedule, Scope or Quality (CSSQ). In prior phases, the project manager defined these events as accurately as possible, determined when they would impact the project, and developed a risk management plan. As the impact dates draw closer, it is important to continue re-evaluating probability, impact, and timing of risks, as well as to identify additional risk factors and events. When the risk event actually occurs, the risk (which is by definition a future, potential event) becomes an issue (which is by definition a current, definite condition) and issue monitoring and control takes over. The purpose of monitor and control risks is to deploy the risk management plans prepared in prior phases to anticipate project challenges, and to develop and apply new response and resolution strategies to unexpected eventualities. (Humphrey 1989 p.92) Manage Project Execution, where the Project Manager must manage every aspect of the Project Plan to ensure that all the work of the project is being performed correctly and on time.Project Execution is typically the part of the lifecycle of a project when the majority of the actual work to produce the product is performed and the majority of the project budget is expended. The purpose of manage project execution is to manage every aspect of the project plan as work is being done to make certain the project is a success. This process is performed concurrently with the manage CSSQ and monitor and control risks processes. The tasks in this process are performed concurrently and repeatedly as various aspects of the product of the project are constructed, tested, and accepted. (Dion 1994 p.172) Gain Project Acceptance, where the Project Manager, customer decision-makers and project sponsor acknowledge that all deliverables produced during project execution and control have been completed, tested, accepted and approved, and that the product or service of the project has been successfully transitioned to the performing organization.The purpose of Gain Project Acceptance is to formally acknowledge that all deliverables produced during project execution and control have been completed, tested, accepted, and approved by the projects Customers and the Project Sponsor, and that the product or service the project developed was successfully transitioned from the Project Team to the Performing Organization. Formal acceptance and approval also signify that the project is essentially over, and is ready for Project Closeout. (Duran 1988 p.49) At Infosys , the second phase, as in the words of Finney ( 1999 p.193) , project execution, involves executing the project plan, tracking the status of the project, and making corrections whenever project performance strays from the path laid down in the project plan. In other words, it involves tracking and controlling the implementation of the project process. This phase is the longest in the project management process, incorporating periodic tasks such as monitoring project status and quality and taking any needed corrective steps. In this phase, as said by ( Harvey 2003 p.62) , the project manager executes the project as per the project plan. , tracks the project status., reviews the project status with senior management. , monitor compliance with the defined project process. , analyze defects and perform defect prevention activities, monitor performance at the program level and conduct milestone reviews and replan if necessary. Other members of the team also participate in this stage. The entry criterion is that the project plan is complete and approved, and the exit criterion is that all work products delivered are accepted by the customer 2.3.3 Software Project Closure The Project closure report is produced at the end of the Project, and provides the Project Board with a review of the overall Project and an assessment of how successfully the Project has met its objectives. This report will be presented at the final Project Board meeting, and must be signed off by the Project Board as part of the process of formally closing the Project. (Watts 1987 p.122) As said by Sanders and Curran (1994 p.623) , a carefully structured project closure phase should ensure that the project is brought to a controlled end. The project manager should prepare the end project report, which details the main findings and outcome of the project and represents a formal review of the projects degree of success. The project manager should organize the project closure meeting and draw up a list of who should attend. This meeting is concerned with reviewing the project and ensuring the completeness of all of the major project deliverables. It is the final formal control point apart from the post implementation review; and should be attended by the project owner and the overall project manager. The basic question facing the attendees is: Did the project deliver its intended end-product within the time and budgetary limits set? According to Thomsett (1989 p.62) , The last stage of the project management process, project closure, involves a systematic wind-up of the project after customer acceptance. The main goal here is to learn from the experience so that the process can be improved. Post-project data analysis constitutes the main activity; metrics are analyzed, process assets (materials, such as templates and guidelines, used to aid in managing the process itself) are collected for future use, and lessons are recorded. Because learning from the project is the main goal, this is a group activity that involves the project manager, the SEPG, and other members of the team. The entry criterion is that the customer has accepted the work products. The exit criterion is that a post project meeting has been conducted. The main outputs of this phase are the project closure report and the collected process assets. 2.4 Capability Maturity Model CMM is a development methodology thats designed to help projects make use of reusable processes . There are some pain involved in making the switch , but the benefits to development staff and the organization make it worthwhile The CMM describes a continuum of characteristics based on how well your company or organization follows common and repeatable processes to get your work done. CMMs have been developed for software acquisition, people, and software (Paulk 1993 p.342) Although the SEI continues to enhance and expand the scope and breadth of various CMM models, the primary focus for most companies continues to be software development. Perhaps the biggest reason for looking at software development is that the process uses a fair amount of creativity, which can lead to unpredictable results. However, much (but not all) of the software development process can be standardized using a common set of processes. Common processes can be set up for the project management side Moving up the CMM levels allows an organization to standardize its software development processes in areas that can be successfully repeated from project to project Organizations that use the CMM for software development describe their level of standardization against CMM benchmarks using a scale of 1 to 5. The low end of the scale describes companies that arent using repeatable processes; much of their work is chaotic and ad hoc. The high end describes companies that use defined and re peatable processes, collect metrics to help them continuously improve their processes, and look for creative ways to do things better on an ongoing basis.(Watts 1987 p.79) Many companies are seeing that they can drive business value by implementing good, reusable processes throughout their organizations. The CMM provides a framework that companies can use to measure themselves on a standard 1 to 5 scale. Most companies today are at level 1 and would love to get as high as level 2. Most managers and organizations realise that they should have common and repeatable processes. However, pain will definitely be involved (Gilb 1998 p.122) Infosys has been assessed at level 5 (the highest level) of the Capability Maturity Model (CMM). By extracting project management processes from the set of processes at Infosys, this book also illustrates how projects are managed in a high-maturity organization. Through this illustration, I hope to bring the benefits of the CMM to project managers who have not studied it because of lack of time, because they regard it as being for process folks or because they have found it difficult to relate the CMM to project management practices. (www.infosys.com 02.07.07) 2.5 KPAs and its importance in Project Management Each KPA specifies goals that the processes of the organization must meet to satisfy that KPA. In addition, each KPA specifies a group of activities, called key practices, that collectively satisfy the goals of that KPA. In many senses, the goals for each KPA capture its essence. They specify the objectives that the CMM has set for the processes relating to the KPA. To illustrate the KPAs associated with project management, we briefly discuss here the goals of these KPAs. These goals are taken from the CMM,with some minor changes in the wording of some goals. ( Cooper and Woolgar , 1994 p.589) 2.5.1 Goals of KPAs at Level 2 2.5.1.1 Requirement Management RM Requirements management is all about balance, communication, and adjustment along the way. To prevent one class of requirements from over-riding another, constant communication among members of the development team is critical. For example, in software development for internal applications, the business has such strong needs that it may ignore user requirements, or believe that in creating use cases, the user requirements are being taken care of. (Bevan 1992 p.165) 2.5.1.2 Software Project Planning SPP The purpose of Software Project Planning is to establish reasonable plans for performing the software engineering and for managing the software project. Software Project Planning involves developing estimates for the work to be performed, establishing the necessary commitments, and defining the plan to perform the work (Barker 1992 p.522) 2.5.1.3 Software Project Tracking and Oversight SPTO The purpose of Software Project Tracking and Oversight is to provide adequate visibility into actual progress so that management can take effective actions when the software projects performance deviates significantly from the software plans. Software Project Tracking and Oversight involves tracking and reviewing the software accomplishments and results against documented estimates, commitments, and plans, and adjusting these plans based on the actual accomplishments and results (Budlong and Peterson 1996 p.523) 2.5.1.4 Software Subcontract Management SSM The purpose of Software Subcontract Management is to select qualified software subcontractors and manage them effectively. Software Subcontract Management involves selecting a software subcontractor, establishing commitments with the subcontractor, and tracking and reviewing the subcontractors performance and results. These practices cover the management of a software (only) subcontract, as well as the management of the software component of a subcontract that includes software, hardware, and possibly other system components (ISO 9000-3 p.5) 2.5.1.5 Software Quality Assurance SQA Software Quality Assurance (SQA) is defined as a planned and systematic approach to the evaluation of the quality of and adherence to software product standards, processes, and procedures. SQA includes the process of assuring that standards and procedures are established and are followed throughout the software acquisition life cycle. Compliance with agreed-upon standards and procedures is evaluated through process monitoring, product evaluation, and audits. Software development and control processes should include quality assurance approval points, where an SQA evaluation of the product may be done in relation to the applicable standards. (Kontonya and Sommerville , 1998 p.212) 2.5.1.6 Software Configuration Management SCM In software engineering, software configuration management (SCM) is the task of tracking and controlling changes in the software. Configuration management practices include revision control and the establishment of baselines (Keller et al 1990 p.521 ) 2.5.2 Goals of KPAs at Level 3 2.5.2.1 Integrated Software Management ISM The purpose of Integrated Software Management is to integrate the software engineering and management activities into a coherent, defined software process that is tailored from the organizations standard software process and related process assets, which are described in Organization Process Definition. Integrated Software Management involves developing the projects defined software process and managing the software project using this defined software process. The projects defined software process is tailored from the organizations standard software process to address the specific characteristics of the project (Saiedian Hossein and Kuzara 1995 p.321) 2.5.2.2 Intergroup Coordination IC Intergroup Coordination involves the software engineering groups participation with other project engineering groups to address system-level requirements, objectives, and issues. Representatives of the projects engineering groups participate in establishing the system-level requirements, objectives, and plans by working with the customer and end users, as appropriate. These requirements, objectives, and plans become the basis for all engineering activities (TickIT Guide p.21) 2.5.2.3 Peer Reviews PR In software development, peer review refers to a type of software review in which a work product (normally some form of document) is examined by its author and one or more colleagues, in order to evaluate its technical content and quality When performed as part of each Software development process activity, peer reviews identify problems and fix them early in the lifecycle. Introduction Rheumatoid arthritis (RA) is a heterogeneous autoimmune disease that is chronic and acute, most likely to affect women and those between 35-50 years of age. Indigenous Hawai'ians Protest the Exploitation of their Islands Reminiscent of the Civil Rights movement that thundered through the continental states in the 1960’s, the Hawaiian Sovereignty Movement has gripped the shores and cities of America’s pet paradise and rattled its â€Å"settler society† with determined strength and purpose: the deliberate exploitation of Hawaiian land, Hawaiian spirituality, and Hawaiian life must unequivocally end now. From first contact in 1778, through the militaristic overthrow of the Queen in 1893, America’s â€Å"settler society† ostensibly destroyed the cultural fabric and language of Hawai’i’s autochthonous people. American colonists killed thousands of natives through the spread of lethal diseases and crippled the existing Hawaiian economy through land acquisition and monopoly of the sugar market. Engineered exclusively for the benefit and survival of the settlers, American â€Å"settler society† allowed for no legal recourse by the marginalized natives; native rights were denied altogether. Thus defined by 100 years of oppression and exploitation, modern Hawaiians are fiercely ethnocentric in a movement which has progressed from demands of restitution to outright sovereignty (69). As â€Å"multinational corporations sell our [Hawaiian] beauty†(61), the Ka LÄ hui Hawai’i actively seeks to secure indigenous self-determination and enforce the Draft United Nations Declaration on the Rights of Indigenous Peoples for all remaining Hawaiians. In these demands for universal human rights, the strenuous progress of decolonization reverberates with every non-violent demonstration and international gesture. Yet despite the triumphant illusion of decolonization, historical colonialism continues to render Hawaiians victim to the consuming institutions of neocolonialism, namely, co-optation and the scourge of tourism (108). Triumphant decolonization is not yet a reality. The success of decolonization rests heavily on eradicating the â€Å"psychological dependency† Hawaiians imbibe through haole education (42). As he who controls the past controls the future, modern day haoles seek to perpetuate modern racist realities by poisoning public memory with counterfeit history. Haoles teach these false interpretations of â€Å"settler society† and crudely render â€Å"civilization† as a blessed yoke to the feudal Hawaiians. Therefore, in the cycle of decolonization, the truth of the marginalized Hawaiians must be rewritten. Spiritual and cultural identity is primarily reclaimed in the celebration and survival of native languages and philosophies. As â€Å"[Haunani-Kay Trask] had to learn the [Hawaiian] language like a lover so that [Trask] could rock within her and lay at night in her dreaming arms† (118), so must the prostitution of Hawai’i by haole and tourist be transformed.

International Differences Did you ever think about what it takes for an international student to come to America for a college education? They have to leave their family and friends, just as we do, but at a much farther distance. I cannot imagine amount of money and time it must take to plan a trip across the world, all for a new, exciting learning experience. Right now, many of us have just moved to a large university and begun a life on our own. It seems like a tough idea to grasp when you are just starting to look at colleges, while still in high school or another point in your life. When the time comes, though, hopefully you will be ready for a change. International students have to live through this same situation, at an even larger scale. I met Jennifer Kuesar the first day I came to Barton Residence Hall, my current residence. I was very nervous, anticipating the time when I would see my living space for the next year. I hoped that there would be some other girls their to meet and talk to about my life at Iowa State University. Luckily, I was in the right place at the right time. Jennifer is a 20-year-old, sophomore, working toward a degree in food science. She was born in Jakarta, Indonesia, and then moved to East Kalimantan, but her family now resides in Jamarinda. She has moved around quite a bit in her life. That may be why her journey to this university has not been as terrifying as it has been for her other friends. Jennifer says that English is a foreign language in Indonesia. You take it as a class, just as an American would take a Spanish class in school. Her first language is Indonesian. Within her family, everyone knows how to speak English except for her mother, as they all travel to the U.S. for b... ...ar, and did not go to all of the events. It did not keep their attention. If Cultural Days and Destination Days occurred at thesame time, the student would have the choice to get involved in one activity, or the other, or both if it could be worked out that way. This would hopefully keep the students more involved and busy in their first week away from home. If Cultural Days could help students to understand new cultures, meet some new friends, and get to know the anxieties of others are mutual, I think that the proposal Jennifer and I thought of could be a success. This idea is good because it is optional and can interest students of all backgrounds. If you choose to participate, you are guaranteed to enjoy yourself, and in turn tell your peers. People should learn more about others around them. It could only make life at Iowa State University easier and better!

A Brief Profile of Cell Phone Sector in Bangladesh Introduction of Cellular Technology: Mobile technology introduced in St. Louis, Mississippi in 1946. From the beginning, mobile technology was very costly and was very rare and the service was limited to a single call and was not satisfied enough. After 1950 period, the cost of the technology become lower and coverage become wider. USA innovated an AMPS system in 1979, which was not very power full and that, was an analogue system. There were two types of analogue mobile phone system namely NMT & TACS were introduced respectively in North Europe and in UK in 1981. But with the pace of timeall these three analogue systems became unable to fulfill the demand. As a result, after more than one decade of analogue system digital system in mobile phone was introduced in 1992. The name of this technology is Global System for Mobile communications (GSM). More than 2o million subscribers in almost 130 countries worldwide use GSM technology. CDMA is another digital technology in mobile telecommunications. This GSM system can be said as the digital cellular system, which is fully featured with services like Basic Telephony, Data and Value Added services (VAS). The existing GSM technologies are GSM 900, GSM 1800 and GSM 1900. Cellular Operation in Bangladesh: Bangladesh is one of the least developing countries in the world. It is also reflected in her telecommunication sector. Telecommunication is one of the important parameter to measure a country’s development. In 1988 the telephone density of Bangladesh was only 21 connections per 100 people. The main reason behind this poor performance is incapability of Bangladesh Telegraph and Telegraph Board (BTTB) to provide connection. Moreover their service quality was very poor. Against this background, Government of Bangladesh (GOB) took a reform program for the sector. The objectives of this reform program were to expand access to telecommunication services all over the country, improve service quality, satisfy all demand for telecommunication and promote efficient operation. The main strategy to achieve these objectives was to introduce private investment and operation in this sector. Ultimately in 1989, GOB issued license to private operator for provision of cellular, paging and radio trucking with exclusivity for five years services. In this five year contract was extended to thirty years. Ultimately, the evolution of cellular technology is duly justified. In 1989, a 20-year license with a five-year exclusivity was issued to a privatecompany, Bangladesh Telecom Limited (BPTL), for the provision of nationwide cellular telephone services. This license was cancelled and subsequently, Hutchison Bangladesh Telecom Ltd. (HBTL) was awarded the license, which commenced operation in 1991. HBTL offered a mobile phone to all the Bangladeshi citizens in Dhakawithin a periphery of 26 miles at a charge of Tk. 1. 25 lac and call charge of Tk. 10 (per minute) for in coming calls and the same for outgoing. Response from the consumers was impressive and remained so all through the monarch. HBTL gradually transformed to PBTL and simultaneously developed customer service quality by improving technical infrastructure. However, one of the serious discontinuance from the customers is that, ever-continuing price reduction creates a feeling of deprivation among the older users. World Telecommunication Industry: The corporate strategies and government policies in the international telecommunications sectors of the United States, the European Union, and Japan is very important to understand the present situation in the world telecom industry. Countries experience different rates of growth in telecommunications revenue in theirdomestic markets. An analysis revealed that the timing of the opening of domestic markets to competition made no difference in the rate of growth. Instead, thelevel of development and rate of overall economic growth were the determining factors. Trends of the international telecommunications industry are evaluated with strategic options for globalization for smaller countries and carriers. Between 1985 and 1995 telecommunications revenues for Japan and United States have generally grown at rates faster than new line activation or increasing call volume. Tariffs have been restructured, the mix of calls—local, long distance (trunk), and international—has changed, and leased-line and mobile services have grownrelative to traditional switched, wire-line telephony. Two major trends characterize the international telecommunications industry: Rapid technological advances, and The growing realization that liberalizing telecommunications industries is key to overall industry growth. These two trends hasten the liberalization of telecommunications markets around the world. The role of national governments is changing from that of a direct player to that of policy maker and regulator. The nature of international telecommunications trade is evolving from a bilateral, nation-to-nation framework to a multinational, multilateral company-to-company paradigm. Major international telecommunications alliances have taken many forms with the potential to dominate segments of international. Nevertheless, demand will increase for smaller firms able to provide local presence and technological expertise. There are various strategic options available to smaller countries and carriers. The job criteria are critically reviewed during short listing. The short-listing method is qualitative one where managerial judgment plays important role. Before short listing of candidates for tests, job criteria are set by HR and line manager. There are general and technical job criteria that a candidate has to meet for consideration of next step of selection. HR determines general criteria while line manager determines technical criteria. Both the types of the criteria are important; however, it is the nature of job that determines which type of criteria should give more priority. Evaluating the followings does short listing: Educational Qualification: Whether the candidates have the required educational qualification, Relevant job experience and required skills: How far the candidate’s most recent job experiences and skills match the job requirements of the position. The candidate may have the irrelevant job experiences and skills that is not considered during short listing. GrameenPhone follows a standard set rule of short listing of candidates. For one position the number of candidates for written test should not be more than 8. The number of candidates in the oral test should not be more than 4-5. Administering tests and interview After short listing of prospective candidates, appropriate employment tests such as written tests, oral tests or any other tests as deemed fit are arranged to assess candidates’ suitability for the position. Through the test selected psychological factors such as intelligence, aptitude, temperament and attitude of the candidates are measured / observed. The main focuses of employment tests are on Job related questions to assess in-depth knowledge of the candidates Assessment of mental ability, reasoning, memory etc. * Assessment of potentiality and ability to learn. * Proficiency in performing tasks. * Assessment in line with job analysis. The selection is made on the basis of successive hurdle approach. The candidates are rejected following each of the stage or test being administered. HR drafts the written and oral test questionnaires. A set of questions of technical nature is drafted by line mangers and sent to HR. Few questionnaires from that list is included in the test by HR as random basis. While finalizing test question, HR considered the job requirements of the position and maintains relevance, consistency and standard on the pattern of questions. The type of question depends on the nature of the position. Usually a combination of multiple and narrative type of questions is set in the written test. HR exclusively checks all multiple type and non- technical narrative type of answers, while the line manager checks the narrative type of technical part. HR does the compilation of score in written test. It is the responsibility of HR to select and call candidates for subsequent tests based on the performance of written test. The minimum qualifying score in the written test is 45%. Candidates who have qualified in the written test are invited for the next selection test. Company Presentation: The candidates who have appeared for written test are briefed about GrameenPhone just before the test. HR organizes a half an hour presentation on the following topics: * The Company profile. * The present considerations, goals and targets of GrameenPhone. * The growth of GrameenPhone in the present market. * The brief job description of the position. * Type of the written test and evaluation of the result. Interview Steps: Selection interview is an in-depth discussion between interviewer and interviewee. An interview Board/Selection Committee is formed comprising of the following personnel: Line Manager Unit/Departmental Head Head of HRD HR processes all recruitment, however, for some senior management level position, outside recruitment may be permissible. Executive Search/ Professional Consulting Firms may be contacted by HR for this purpose. The interview board members ask questions that are relevant to the performancesof the job including questions regarding required skills. The type of questionsmay be mixed of open-ended, behavior-oriented; competency based and stresses type questions. The nature of questions varies according to the level of position. The interview board members rank all candidates and recommend candidates best suited for them. The basis of preliminary selection is marks obtained in oral tests and their judgment about the candidates fit for the position. The minimum acceptable score in the oral test is 4 in the 1-8 rating scale. The recommendation to be made does not necessarily be in favor of the top ranked candidate because the board member may be convinced in evaluating overall performance and background of the another close candidate. A consensual recommendation is made and forwarded to HR along with all papers for next course of action. The board members signed the Employment Approval Form. Medical Examination: In GrameenPhone, the job offer is contingent on passing medical examination conducted by the Company nominated diagnostic center. The medical examination is conducted once preliminary decision for recruitment is made but the employment offer has not yet given. The purpose for a medical examination is to obtain information on the health status of the applicant being considered for employment and to determine whether the applicant is physically and mentally capable of performing the job. The cost of medical examination is borne by the company. Information and Reference Check: Once a preliminary selection decision is made, HR verify certain information as provided in the job application such as educational degree, work experience, last employment status. The purpose of reference check is to obtain factual information confidentially about a prospective employee and seeking opinions from professional referees and previous employer about his/her suitability for the job. Final Selection and Appointment Offer: Based on positive report on health status from the medical center, and positive reference check, the candidate is selected for appointment. At this stage, the selected candidate is offered employment with GrameenPhone. The appointment authority of GrameenPhone issues an appointment letter to the selected candidates. The appointment letter includes: 1. Job title, Grade/Step and Salary 2. Nature of appointment 3. Place of posting 4. Name of section or department 5. Effective date of appointment 6. The market of mobile telephony still has great areas of unmet demand which if addressed properly could delight the consumers. GrameenPhone is a profit oriented mobile company seems together the highest energetic personnel who can serve better for the customer as well as human resource. For them, this means understanding the implications of globalization, technology changes, work-force diversity, changing skill requirements, continuous improvement initiatives, the contingent work force, decentralized work sites, and employee involvement. Grameen Phone is a service company, one of it’s major objective is to ensure quality service to the customers, Generally Smart Loyalty agrees that in order to grow in business it is important to know which customers at all stages of commitment are thinking about the company, the products, services and competition. Furthermore, cellular service is a growing business in Bangladesh, competition is also increasing. Therefore, it is very important to retain and maintain exiting relationships with the subscribers. GP should earn flexibility to be able to reduce the bill, if necessary. But currently they should reduce the billing rate as others are offering lower than them. 2. Capacity of the helpline should be increased in the pick hours. 3. Different programs should be taken to educate the subscribers regarding different essential features of mobile phone. 4. For the purpose of raising subscribers in the urban area, different levels of local employees should be increased. . GrameenPhone should take extensive program to build a positive image among their users. So for that reason experienced persons should be hired or made by them with functional selection process. 6. GrameenPhone should offer some special packages in the first week of every month so that it can get every customer and every customer must attach with products. 7. Human capitals should be u sed in a particular sector without misused. Because Today’s Human Resources is related to that’s Human Capitals, which earns revenue. 8.
